Maxine Moore Carr was born on August 15, 1938, in St. Louis, Missouri. She was born to Remus Carr and Velma Lee as their fifth child of 13 children.

Her mother raised her and her siblings as a single mother after her father left them. She started working at the age of 13 in factories and segregated restaurants.

After graduating high school, Maxine married Edward Waters and took his last name. She started working in garment factories and at the telephone company. She was then hired as an assistant teacher.
